Shotoku wasn't a normal everyday ruler. In fact, he isn't an emperor at all! Shotoku was something called a regent, someone who rules for the emperor when he is too young to rule. Shotoku wanted to learn from the Chinese. He sent his scholars to China to learn more about a Chinese citizen's daily life. He even invited Chinese skilled workers to Japan. Also, he supported Buddhism around the time when it was growing in popularity. Shotoku, like every Japanese person, also practiced Shinto.
